In the Punjab revenue system, Record of Rights, Periodical Record and Fard are related to land and the rights recorded in the revenue record, but they are not the same thing. Each has a different purpose and legal significance. Understanding this distinction is important for landowners, purchasers, tenants and legal practitioners.
Record of Rights
The Record of Rights is the basic revenue record prepared for a revenue estate. It contains the prescribed particulars concerning persons who have rights or interests in land, the nature and extent of those rights, liabilities attached to the land and other matters required by law.
It provides the basic picture of the recorded rights and interests in the land at the time when the record is prepared.

Periodical Record
The Periodical Record is prepared subsequently at the prescribed intervals to keep the revenue record updated. It incorporates changes that have taken place after the preparation of the previous record, including changes in rights and interests in land as reflected through the revenue proceedings.
Therefore, the Periodical Record may be understood as the continuing and updated form of the revenue record.

Fard
A Fard is an extract or certified copy of the relevant entries contained in the revenue record. It may be issued by the competent revenue authority when a person requires the recorded particulars concerning a particular piece of land or holding.
A Fard therefore does not itself constitute a separate Record of Rights or Periodical Record. It is a document showing the relevant entries contained in the revenue record at the time it is issued.
A Fard may be required for various purposes, including land transactions, verification of recorded ownership and other legal or administrative requirements.

Important

For a land transaction or legal dispute, the mere production of a Fard may not always be sufficient to determine the complete legal position. The underlying revenue record and relevant documents should also be examined.
